目前,我國大部分出口食品企業已經建立和實施了HACCP計劃,而且許多企業已經取得認證。HACCP計劃的建立和實施對我國食品企業來說,是一次質的飛躍,對提升我國食品企業的管理水平、保證食品安全衛生、促(cu)進(jin)出(chu)口(kou)貿(mao)易(yi)的(de)順(shun)利(li)發(fa)展(zhan)等(deng)方(fang)麵(mian)發(fa)揮(hui)了(le)巨(ju)大(da)的(de)作(zuo)用(yong)。但(dan)隨(sui)著(zhe)食(shi)品(pin)安(an)全(quan)監(jian)管(guan)理(li)念(nian)的(de)變(bian)化(hua)已(yi)經(jing)食(shi)品(pin)生(sheng)產(chan)經(jing)營(ying)環(huan)境(jing)的(de)變(bian)化(hua),食(shi)品(pin)企(qi)業(ye)在(zai)建(jian)立(li)和(he)實(shi)施(shi)HACCP計劃中,存在一些誤區,筆者予以歸納,提出來與大家一起討論。
1 原料驗收環節關鍵限值的設置

2 預冷環節的關鍵限值設置存在誤區
對屠宰企業來來說,都將預冷環節列為關鍵控製點,而且都將關鍵限值設置為“預冷間溫度0-4℃,鏈速≤15轉/分鍾,預冷後產品的中心溫度為0-4℃”,之所以這樣設置是因為根據歐盟指令853的要求,分割前肉的溫度要保持4℃以下。過去大家理解的存在誤區。因為歐盟指令要求4℃以下是指分割間與屠宰廠不在一起時的衛生要求,而對中國屠宰企業來說,幾乎分割間和屠宰廠都是連在一起的,因此,根據853的要求當分割間就是屠宰廠的時候,肉也可以在達到4℃之(zhi)前(qian)被(bei)分(fen)割(ge)和(he)去(qu)骨(gu)。在(zai)這(zhe)種(zhong)情(qing)況(kuang)下(xia),肉(rou)必(bi)須(xu)直(zhi)接(jie)從(cong)屠(tu)宰(zai)廠(chang)轉(zhuan)到(dao)分(fen)割(ge)室(shi),或(huo)者(zhe)在(zai)冷(leng)藏(zang)室(shi)會(hui)冰(bing)凍(dong)室(shi)存(cun)放(fang)一(yi)段(duan)時(shi)間(jian)以(yi)後(hou)再(zai)轉(zhuan)進(jin)分(fen)割(ge)室(shi)。因(yin)此(ci),對(dui)大(da)部(bu)分(fen)中(zhong)國(guo)屠(tu)宰(zai)企(qi)業(ye)來(lai)說(shuo),從(cong)節(jie)約(yue)能(neng)源(yuan)的(de)角(jiao)度(du)出(chu)發(fa),關(guan)鍵(jian)限(xian)值(zhi)可(ke)以(yi)不(bu)再(zai)要(yao)求(qiu)預(yu)冷(leng)後(hou)產(chan)品(pin)的(de)中(zhong)心(xin)溫(wen)度(du)小(xiao)於(yu)4℃
3 非傳統食品安全問題的監控

4 將關鍵限值和操作限值混為一談
為(wei)防(fang)止(zhi)關(guan)鍵(jian)限(xian)值(zhi)的(de)偏(pian)離(li),我(wo)國(guo)許(xu)多(duo)食(shi)品(pin)企(qi)業(ye)都(dou)設(she)定(ding)了(le)一(yi)個(ge)操(cao)作(zuo)限(xian)值(zhi),但(dan)在(zai)設(she)定(ding)操(cao)作(zuo)限(xian)值(zhi)中(zhong),存(cun)在(zai)一(yi)些(xie)誤(wu)區(qu),比(bi)較(jiao)明(ming)顯(xian)的(de)問(wen)題(ti)是(shi)將(jiang)操(cao)作(zuo)限(xian)值(zhi)和(he)關(guan)鍵(jian)限(xian)值(zhi)混(hun)為(wei)一(yi)談(tan)。比(bi)如(ru)對(dui)金(jin)屬(shu)危(wei)害(hai)控(kong)製(zhi)的(de)金(jin)屬(shu)探(tan)測(ce)工(gong)序(xu)這(zhe)一(yi)關(guan)鍵(jian)控(kong)製(zhi)點(dian)的(de)關(guan)鍵(jian)限(xian)值(zhi),許(xu)多(duo)企(qi)業(ye)都(dou)將(jiang)金(jin)屬(shu)探(tan)測(ce)器(qi)的(de)使(shi)用(yong)說(shuo)明(ming)書(shu)作(zuo)為(wei)關(guan)鍵(jian)限(xian)值(zhi)的(de)確(que)定(ding)依(yi)據(ju),而(er)沒(mei)有(you)根(gen)據(ju)進(jin)口(kou)國(guo)要(yao)求(qiu)和(he)產(chan)品(pin)特(te)點(dian)確(que)定(ding)合(he)理(li)的(de)操(cao)作(zuo)限(xian)值(zhi),使(shi)發(fa)生(sheng)偏(pian)離(li)的(de)事(shi)件(jian)屢(lv)有(you)發(fa)生(sheng),大(da)大(da)降(jiang)低(di)了(le)建(jian)立(li)HACCP計劃的作用。
