摘 要 本論文主要通過對地處西部地區的雲南省及周邊省份出口企業建立實施HACCP體ti係xi的de特te點dian及ji存cun在zai的de難nan點dian問wen題ti進jin行xing客ke觀guan分fen析xi,探tan索suo解jie決jue問wen題ti的de途tu徑jing,以yi期qi逐zhu步bu提ti高gao西xi部bu欠qian發fa達da地di區qu出chu口kou食shi品pin企qi業ye的de生sheng產chan加jia工gong及ji管guan理li水shui平ping,並bing著zhe力li於yu推tui動dong西xi部bu地di區qu對dui外wai貿mao易yi經jing濟ji發fa展zhan。

1.西部食品行業建立和實施HACCP體係的特點:
1.1xibudiqutebieshiyunnanshengxianyoudeshipinqiyeduoweizhongxiaoxingqiye,shengchanguimojiaoxiao,qidianjiaodi,shengchanjiagongjishujiguanlirenyuanjiaoweiquefa。ziguojiazhijianzongju20號令頒布後,這些企業盡管已按要求,並在規定期限內建立健全各自相應的HACCP體係,但多為借助外部的技術力量來推動企業的發展,企業自身對HACCP的理解及貫徹尚有較大差距。
1.2雲(yun)南(nan)的(de)中(zhong)小(xiao)型(xing)企(qi)業(ye)目(mu)前(qian)自(zi)主(zhu)創(chuang)新(xin)能(neng)力(li)較(jiao)弱(ruo)。從(cong)廠(chang)房(fang)設(she)計(ji)到(dao)諸(zhu)多(duo)工(gong)藝(yi)流(liu)程(cheng),基(ji)本(ben)是(shi)來(lai)自(zi)於(yu)國(guo)內(nei)發(fa)達(da)地(di)區(qu)或(huo)國(guo)外(wai)的(de)同(tong)類(lei)企(qi)業(ye),而(er)這(zhe)些(xie)設(she)計(ji)及(ji)工(gong)藝(yi)往(wang)往(wang)沒(mei)有(you)得(de)到(dao)充(chong)分(fen)的(de)消(xiao)化(hua),企(qi)業(ye)的(de)整(zheng)個(ge)管(guan)理(li)能(neng)力(li)、生產能力顯得較為機械,鑒於上述原因,由此基礎上建立的HACCP體係也存在一定的局限性。
1.3產(chan)品(pin)品(pin)種(zhong)單(dan)一(yi),競(jing)爭(zheng)力(li)較(jiao)差(cha)。由(you)於(yu)地(di)理(li)因(yin)素(su)原(yuan)因(yin),地(di)方(fang)上(shang)具(ju)有(you)競(jing)爭(zheng)力(li)的(de)產(chan)品(pin)主(zhu)要(yao)是(shi)一(yi)些(xie)有(you)特(te)色(se)的(de)傳(chuan)統(tong)產(chan)品(pin)。針(zhen)對(dui)這(zhe)類(lei)特(te)色(se)傳(chuan)統(tong)產(chan)品(pin)的(de)生(sheng)產(chan),許(xu)多(duo)企(qi)業(ye)目(mu)前(qian)正(zheng)處(chu)於(yu)由(you)作(zuo)坊(fang)式(shi)生(sheng)產(chan)向(xiang)現(xian)代(dai)工(gong)業(ye)生(sheng)產(chan)轉(zhuan)型(xing)過(guo)程(cheng)中(zhong),對(dui)其(qi)工(gong)藝(yi)及(ji)管(guan)理(li)並(bing)無(wu)現(xian)成(cheng)經(jing)驗(yan)可(ke)以(yi)借(jie)鑒(jian),尚(shang)需(xu)要(yao)不(bu)斷(duan)摸(mo)索(suo)及(ji)改(gai)進(jin)。因(yin)此(ci),針(zhen)對(dui)這(zhe)些(xie)產(chan)品(pin)建(jian)立(li)健(jian)全(quan)HACCP體係也還需要不斷摸索及改進。
2.西部地區食品行業建立和實施HACCP體係的主要難點問題:
2.1工藝的成熟程度與建立HACCP體ti係xi的de要yao求qiu不bu相xiang適shi應ying。準zhun確que的de工gong藝yi流liu程cheng圖tu是shi進jin行xing危wei害hai分fen析xi的de關guan鍵jian所suo在zai。但dan就jiu雲yun南nan及ji其qi它ta西xi部bu地di區qu來lai說shuo,現xian階jie段duan來lai自zi於yu國guo內nei發fa達da地di區qu或huo國guo外wai的de同tong類lei企qi業ye的de生sheng產chan工gong藝yi中zhong,企qi業ye自zi身shen對dui引yin進jin外wai來lai生sheng產chan工gong藝yi的de理li解jie、消化與該企業自身運行HACCP體ti係xi的de有you效xiao性xing至zhi關guan重zhong要yao。但dan這zhe恰qia恰qia是shi西xi部bu欠qian發fa達da地di區qu的de薄bo弱ruo環huan節jie,由you於yu西xi部bu地di區qu食shi品pin工gong業ye起qi步bu較jiao晚wan,食shi品pin的de生sheng產chan加jia工gong及ji管guan理li人ren員yuan數shu量liang較jiao少shao,對dui食shi品pin生sheng產chan加jia工gong工gong藝yi的de科ke學xue化hua、本(ben)土(tu)化(hua)工(gong)作(zuo)進(jin)行(xing)得(de)十(shi)分(fen)艱(jian)難(nan)。一(yi)個(ge)工(gong)藝(yi)設(she)置(zhi)的(de)目(mu)的(de)是(shi)什(shen)麼(me),許(xu)多(duo)企(qi)業(ye)並(bing)不(bu)清(qing)楚(chu),僅(jin)僅(jin)是(shi)盲(mang)目(mu)的(de)照(zhao)搬(ban)照(zhao)抄(chao)。曾(zeng)經(jing)有(you)一(yi)出(chu)口(kou)日(ri)本(ben)的(de)蔬(shu)菜(cai)類(lei)企(qi)業(ye),將(jiang)其(qi)預(yu)煮(zhu)中(zhong)心(xin)溫(wen)度(du)70℃設(she)為(wei)關(guan)鍵(jian)控(kong)製(zhi)點(dian)。但(dan)這(zhe)與(yu)此(ci)類(lei)產(chan)品(pin)的(de)生(sheng)產(chan)加(jia)工(gong)工(gong)藝(yi)並(bing)不(bu)相(xiang)適(shi)應(ying),經(jing)多(duo)方(fang)了(le)解(jie)才(cai)知(zhi)道(dao)是(shi)客(ke)戶(hu)提(ti)出(chu)的(de)要(yao)求(qiu),客(ke)戶(hu)是(shi)將(jiang)官(guan)方(fang)對(dui)禽(qin)類(lei)產(chan)品(pin)生(sheng)產(chan)工(gong)藝(yi)要(yao)求(qiu)移(yi)植(zhi)至(zhi)蔬(shu)菜(cai)類(lei)產(chan)品(pin)上(shang)。而(er)我(wo)們(men)的(de)企(qi)業(ye)對(dui)這(zhe)些(xie)問(wen)題(ti)卻(que)未(wei)加(jia)以(yi)認(ren)真(zhen)思(si)考(kao)或(huo)探(tan)究(jiu),僅(jin)僅(jin)是(shi)機(ji)械(xie)地(di)采(cai)用(yong)。一(yi)旦(dan)出(chu)現(xian)問(wen)題(ti)則(ze)不(bu)知(zhi)如(ru)何(he)進(jin)行(xing)解(jie)決(jue),極(ji)大(da)地(di)限(xian)製(zhi)了(le)企(qi)業(ye)自(zi)身(shen)發(fa)展(zhan),也(ye)給(gei)檢(jian)驗(yan)檢(jian)疫(yi)部(bu)門(men)實(shi)施(shi)管(guan)理(li)帶(dai)來(lai)許(xu)多(duo)隱(yin)患(huan)。從(cong)麵(mian)上(shang)看(kan),這(zhe)類(lei)企(qi)業(ye)確(que)實(shi)也(ye)建(jian)立(li)了(le)HACCP體係。現在我國官方及非官方對HACCP體係的運用研究較多,且相關的書籍也較多較雜。企業將這些資料作為參考是可以按衛生注冊要求寫出自己的HACCP計劃,建立起自己的HACCP體ti係xi,僅jin從cong書shu麵mian的de計ji劃hua或huo衛wei生sheng注zhu冊ce的de考kao核he來lai看kan,很hen難nan找zhao出chu這zhe樣yang的de體ti係xi或huo計ji劃hua有you什shen麼me問wen題ti,但dan這zhe樣yang的de體ti係xi在zai具ju體ti的de運yun行xing過guo程cheng中zhong其qi作zuo用yong十shi分fen有you限xian,整zheng個ge企qi業ye的de管guan理li水shui平ping也ye難nan以yi有you真zhen正zheng意yi義yi上shang的de提ti高gao。這zhe就jiu形xing成cheng了le部bu分fen企qi業ye體ti係xi已yi經jing建jian立li,但dan管guan理li就jiu是shi上shang不bu去qu的de怪guai現xian象xiang,反fan過guo來lai,企qi業ye就jiu將jiang建jian立li體ti係xi視shi為wei負fu擔dan,認ren為wei是shi為wei了le應ying付fu管guan理li部bu門men而er迫po不bu得de已yi。
2.2企業的HACCPtixizaiyunxingjiankongshangwuyoulidepeitaozhichi。guanjiankongzhidianxuyaojinxingjiankong,jiuxuyaoyouxiangyingdepeitaoshebei,danzaiyunnanhexibudiqu,youyuzijindequefahezhongliyishi,shixiangdangbufenqiyezaijiankongshebeidepeitaofangmianshifenluohou。erqiexuduojiankongshebeihaixudaoshengwaigoumai,qiyezaishebeidexuanxing、duishebeixingnengjiqishiyongchengdudelejieshangjunshoudaolehendadexianzhi。tongshi,qiyeyebuyuanjiangtaiduodezijinyongyupeibeijiankongshebeishang。zheyouxingchengxibuqiyeneibudediergeguaiquan,jishebeidegouzhidengxuyaoshijian,meiyoubeiyongshebei,yidanchuxianwenti,jiujiangmianlinshengchanjiagongshikonghuotingchan,danyaopeibeizhongduodeshebei,congjingjishangqiyeyouwulichengdan。zheyangyilai,qiyeHACCP體係的監控能力受到了限製,使企業的整個HACCP體係運行難以十分到位。
2.3qiyegexiangjilushejidekecaozuoxingwentishangxujiaqiang。womenzhidao,zhiliangtixideyunxinglibukaixiangguandezhiliangjilu。jinguanxuduodeshipinshengchanjiagongqiyeyijinxingleduoniandezhiliangguanli,jiluyeyiyanxujinxingleduonian,shenzhiguoneiyixiezhuanyechubanwushangduigeleiqiyedezhiliangjilujunyouxiangxidefanbenkeyijieqian。danshijilushejiruheyugongyi、管理相結合,讓具體的操作人員能實事求是的填寫,仍是許多企業的軟肋。即便是按企業自身HACCP體ti係xi的de規gui定ding進jin行xing了le相xiang應ying記ji錄lu,但dan從cong實shi際ji管guan理li的de角jiao度du來lai看kan,這zhe些xie記ji錄lu到dao底di能neng對dui企qi業ye的de管guan理li者zhe提ti供gong多duo少shao真zhen實shi而er有you用yong的de信xin息xi?而er管guan理li者zhe能neng從cong其qi各ge類lei紛fen雜za的de記ji錄lu中zhong對dui企qi業ye的de狀zhuang況kuang有you多duo少shao真zhen實shi的de了le解jie?我wo認ren為wei,就jiu雲yun南nan以yi及ji西xi部bu地di區qu的de許xu多duo企qi業ye而er言yan,情qing況kuang是shi不bu容rong樂le觀guan的de。到dao目mu前qian為wei止zhi,許xu多duo工gong廠chang人ren員yuan,甚shen至zhi是shi企qi業ye的de管guan理li人ren員yuan,對dui記ji錄lu到dao底di做zuo了le是shi為wei什shen麼me,要yao做zuo到dao什shen麼me程cheng度du、什麼水平才算是達到了記錄的目的一無所知,有的企業將多個同時操作的崗位操作記錄設計在一張表格上;有的將多個車間的同類記錄列在一張表格上,所有車間都在同一張表格上填寫記錄內容,僅從書麵上看似乎都有記錄,都在按要求記錄;有的企業對所有的記錄均以打鉤來反映其內容。一年365天,所有打鉤的記錄上沒有任何一點不同……。這樣的記錄有多少真實性,如何來為企業的生產管理提供決策依據,一旦出現問題,企業將無法進行溯源。
2.4人員素質、相關的技術及信息支撐尚不能滿足建立HACCP體係的要求。企業無論是確立一個生產工藝也好,還是建立HACCP體係,均需要尋找相關的資料做支持,有時還需要進行大量的中小試驗。特別是隨世界各國政府對食品安全的重視程度不斷提高,現代國際貿易更是瞬息萬變,新型食品、新工藝層出不窮,對人員素質、xiangguanxinxijijishudeyaoqiuyuelaiyuegao。erzaiyunnandengxibudiqu,qiyequefaxiangyingdejishujiguanlirenyuan,gengduodeshipingjingyanjinxingshengchanhuoguanli。zhiqiranerbuzhiqisuoyiran,budanduiguojishichangdedefengyunbianhuannanyihenhaodibawo。jiushizaiguojiayiyouyaoqiudexuduowentishangyewufazuodeshifendaowei,tebieshizairelishajunzheyiwentishang,jinguanxuduoqiyeyijingjinxinglerefenbujirechuantoudeceshi,danyinxianjieduanguoneijinxingcixianggongzuodedanweijiaoduo,shebeideleixingyejiaoduo,zaijutidecaozuobudian、得出的檢測曲線或數據表以及檢測結果的出具上各不相同,不同設備得出的結果很難放在一起進行比較、biduihejiaoliu,zheduiqiyezishendeguanlijijianyanjianyideguanlijundailaishifenbulideyinsu。chukouqiyezaizheleizhuanyedewentishangwangwanghuizhijieqiuzhuyujianyanjianyibumendexiangguanrenyuan,danjiujianyanjianyineibudexiangguanrenyuanbensheneryan,bingbushimeiyigejiechurelishajunderenyuandouduicishifenlejie。yinci,wulunshizhenduijianyanjianyibumenhaishichukoushipinshengchanqiyelaishuo,doushijixujiejuedewenti。
2.5出chu口kou食shi品pin原yuan料liao基ji地di管guan理li的de嚴yan重zhong滯zhi後hou使shi出chu口kou風feng險xian無wu法fa有you效xiao規gui避bi。雲yun南nan獨du特te的de立li體ti氣qi候hou使shi其qi物wu產chan十shi分fen豐feng富fu,不bu管guan種zhong什shen麼me作zuo物wu,在zai雲yun南nan都dou有you其qi適shi合he生sheng長chang的de地di方fang,這zhe反fan過guo來lai又you使shi當dang地di農nong民min還hai形xing成cheng了le一yi些xie較jiao落luo後hou的de耕geng作zuo意yi識shi,一yi時shi間jian很hen難nan用yong出chu口kou原yuan料liao種zhong植zhi的de要yao求qiu來lai對dui其qi原yuan有you的de種zhong植zhi習xi慣guan加jia以yi改gai變bian。總zong認ren為wei種zhong什shen麼me都dou能neng種zhong,許xu多duo農nong戶hu未wei從cong思si想xiang意yi識shi上shang樹shu立li綠lv色se種zhong植zhi理li念nian,怕pa麻ma煩fan,對dui出chu口kou原yuan料liao不bu願yuan種zhong植zhi。這zhe使shi雲yun南nan單dan個ge農nong產chan品pin種zhong植zhi範fan圍wei局ju部bu受shou限xian,大da範fan圍wei的de連lian片pian種zhong植zhi基ji地di屈qu指zhi可ke數shu,這zhe給gei基ji地di管guan理li帶dai來lai的de很hen大da的de難nan度du。另ling外wai,雲yun南nan大da量liang的de特te色se產chan品pin其qi原yuan料liao來lai自zi於yu天tian然ran野ye生sheng。在zai過guo去qu一yi段duan時shi間jian裏li,這zhe些xie原yuan料liao的de產chan區qu均jun是shi未wei開kai發fa地di區qu或huo受shou人ren類lei活huo動dong影ying響xiang較jiao少shao的de地di區qu。隨sui著zhe西xi部bu大da開kai發fa的de推tui進jin,這zhe些xie區qu域yu內nei受shou人ren類lei活huo動dong的de影ying響xiang越yue來lai越yue大da,其qi安an全quan性xing也ye越yue來lai越yue被bei消xiao費fei市shi場chang所suo質zhi疑yi。按an總zong局ju的de要yao求qiu,對dui天tian然ran野ye生sheng的de這zhe部bu分fen產chan品pin主zhu要yao關guan注zhu的de是shi其qi流liu通tong的de過guo程cheng,但dan在zai實shi際ji的de操cao作zuo過guo程cheng中zhong,國guo內nei的de流liu通tong過guo程cheng其qi管guan轄xia權quan不bu在zai檢jian驗yan檢jian疫yi部bu門men,其qi食shi品pin的de野ye生sheng原yuan料liao來lai源yuan十shi分fen廣guang泛fan。舉ju例li來lai說shuo,雲yun南nan僅jin出chu口kou鬆song茸rong一yi項xiang產chan品pin,其qi產chan區qu多duo達da80餘個縣,相關的流通過程涉及二、sanshiwanren,youshijiushijijinjiliangdisongdaojisandi,yaoduiqishishizhenzhengyouxiaodeyuantouguanli,muqianshangwuyigeqieshiyouxiaodebanfa。erzhexietesechanpinzaiyunnandeshipinchukouzhongyouzhanyouyidingdefene,youqishiduiyunnandeshaoshuminzudiqudejingjiyingxiangjiaoda。zheyiwentiyichengweibaizaiwomenmianqianbixuxiagongfuqujiejuedewenti。
3. 解決問題的途徑初探:
3.1加強並開展基礎工作。任何一個行業的發展均不可能脫離當地的總體經濟水平,欠發達地區的企業,要使其HACCP體係真正行之有效,加強基礎性的工作仍是擺在企業及檢驗檢疫部門麵前的首要的工作。針對西部欠發達地區的HACCP體(ti)係(xi)的(de)建(jian)立(li)與(yu)實(shi)施(shi),除(chu)按(an)驗(yan)證(zheng)的(de)相(xiang)關(guan)要(yao)求(qiu)進(jin)行(xing)檢(jian)查(zha)督(du)促(cu)外(wai),對(dui)企(qi)業(ye)加(jia)強(qiang)宣(xuan)傳(chuan),搞(gao)好(hao)相(xiang)關(guan)企(qi)業(ye)人(ren)員(yuan)的(de)操(cao)作(zuo)及(ji)管(guan)理(li)培(pei)訓(xun),讓(rang)西(xi)部(bu)地(di)區(qu)的(de)食(shi)品(pin)生(sheng)產(chan)加(jia)工(gong)管(guan)理(li)技(ji)術(shu)力(li)量(liang)得(de)以(yi)加(jia)強(qiang)。仍(reng)將(jiang)是(shi)西(xi)部(bu)地(di)區(qu)當(dang)前(qian)一(yi)項(xiang)長(chang)期(qi)而(er)艱(jian)巨(ju)的(de)工(gong)作(zuo)。
3.2 jianligebumengongtonghezuojizhi。xunqiuzhengfudezhichi,yugexiangguanbumenjidazhuanyuanxiaohezuo,chongfenyunyongxibudakaifadezhengfufuchizhengce,zhubujianliyizuoshipinfangmiandejishuzhichengpingtai,xingchengyigeyanjiu、開發、生sheng產chan及ji銷xiao售shou相xiang互hu合he作zuo的de機ji製zhi,真zhen正zheng形xing成cheng西xi部bu自zi己ji的de特te色se產chan品pin,優you勢shi產chan品pin。要yao讓rang全quan社she會hui認ren為wei,推tui動dong並bing擴kuo大da農nong副fu產chan品pin出chu口kou,並bing不bu僅jin僅jin是shi檢jian驗yan檢jian疫yi部bu門men的de責ze任ren。由you此ci既ji能neng降jiang低di檢jian驗yan檢jian疫yi部bu門men工gong作zuo壓ya力li,有you效xiao化hua解jie風feng險xian,同tong時shi又you能neng促cu使shi西xi部bu地di區qu的de出chu口kou食shi品pin企qi業ye不bu斷duan上shang新xin台tai階jie。
3.3 加強專業技術培訓以及HACCP理論與實際的運用。盡快出台對有關產品涉及熱力殺菌方麵的操作,設備、shujujijieguopandingyaoqiujiguicheng,shizhexianggongzuonengjinkuaideyiguifan。tongshi,zhenduimuqianxibudiqujianqishuangfangzairelishajunfangmianjishuliliangjunjiaoboruodexianshi,xiwangnengjubanyixiejiaozhuanyede、針對性較強的培訓班,幫助西部地區解決這一問題。
3.4 對原料基地的的管理刻不容緩。此項工作一是要結合總局、認監委頒布的GAP相關要求,結合無公害食品、有機食品認證等工作,對原料基地加強管理,逐步理清食品原料種植環節。特別是針對出口日本、歐美等要求較高的食品原料種植(養殖)的de主zhu要yao渠qu道dao,重zhong點dian對dui這zhe些xie原yuan料liao加jia以yi控kong製zhi,避bi免mian產chan生sheng農nong殘can等deng食shi品pin安an全quan方fang麵mian的de問wen題ti。而er對dui無wu法fa建jian立li基ji地di的de野ye生sheng食shi品pin原yuan料liao,則ze要yao力li求qiu嚐chang試shi尋xun求qiu農nong業ye、林業、工商等相關部門的合作,形成一個齊抓共管的局麵,逐步探索一套更有效的管理模式。
