很多實驗室通過了CNAS認(ren)可(ke),也(ye)通(tong)過(guo)了(le)實(shi)驗(yan)室(shi)資(zi)質(zhi)認(ren)定(ding),而(er)這(zhe)兩(liang)個(ge)認(ren)可(ke)不(bu)在(zai)同(tong)一(yi)時(shi)間(jian)進(jin)行(xing)認(ren)可(ke),當(dang)申(shen)請(qing)擴(kuo)項(xiang)或(huo)標(biao)準(zhun)變(bian)更(geng)時(shi),往(wang)往(wang)是(shi)一(yi)個(ge)通(tong)過(guo)了(le),而(er)另(ling)一(yi)個(ge)還(hai)要(yao)過(guo)段(duan)時(shi)間(jian)才(cai)認(ren)可(ke)。有(you)部(bu)分(fen)實(shi)驗(yan)室(shi)尤(you)其(qi)是(shi)部(bu)分(fen)中(zhong)小(xiao)實(shi)驗(yan)室(shi),取(qu)得(de)能(neng)力(li)範(fan)圍(wei)以(yi)CMA為主,CNAS的de能neng力li範fan圍wei很hen小xiao,而er檢jian驗yan報bao告gao的de封feng麵mian一yi般ban是shi將jiang幾ji個ge標biao識shi均jun直zhi接jie印yin在zai封feng麵mian上shang,這zhe使shi得de實shi驗yan室shi誤wu用yong標biao識shi。因yin此ci,實shi驗yan室shi應ying按an通tong過guo的de能neng力li範fan圍wei分fen別bie印yin製zhi檢jian驗yan封feng麵mian,按an規gui定ding使shi用yong。

很(hen)多(duo)試(shi)驗(yan)對(dui)環(huan)境(jing)設(she)施(shi)的(de)要(yao)求(qiu)是(shi)很(hen)高(gao)的(de),對(dui)檢(jian)驗(yan)結(jie)果(guo)的(de)影(ying)響(xiang)很(hen)大(da),但(dan)部(bu)分(fen)檢(jian)驗(yan)機(ji)構(gou)對(dui)環(huan)境(jing)設(she)施(shi)不(bu)是(shi)很(hen)重(zhong)視(shi),不(bu)能(neng)很(hen)好(hao)地(di)滿(man)足(zu)檢(jian)驗(yan)的(de)要(yao)求(qiu)。如(ru):水泥檢驗的水養護,水的溫度規定為(20±1)℃,chaochubiaozhunguidingdewendufanwei,youqishichaochuwendujiaoduoshi,duijianyanjieguoyingxiangjiuhuihenda。erwomenzaipingshenzhongfaxian,bufenshuinishiyanshizhong,shuiyanghudoushizaishuichizhongjinxing,shuiwendilejiareshui,shuiwengaolejialengshui,zheyangdewenkongfangshiwufabaozhengshuiwenkongzhijingdu,qiyanghuhoudejianceshujuyeshibuzhunquede。yinci,duihuanjingsheshiyaoqiugaodeshiyan,shiyanshiyingquebaojiancedehuanjingsheshifuhebiaozhunyaoqiu。
由於檢測過程不規範而產生的檢驗結論不正確或數據不準確也時有發生,主要表現在:
檢(jian)驗(yan)是(shi)一(yi)個(ge)需(xu)要(yao)專(zhuan)注(zhu)的(de)過(guo)程(cheng),稍(shao)有(you)疏(shu)忽(hu),就(jiu)容(rong)易(yi)出(chu)現(xian)差(cha)錯(cuo)。而(er)隨(sui)著(zhe)手(shou)機(ji)的(de)普(pu)及(ji),檢(jian)驗(yan)過(guo)程(cheng)中(zhong),檢(jian)驗(yan)人(ren)員(yuan)在(zai)檢(jian)驗(yan)或(huo)檢(jian)驗(yan)後(hou)的(de)數(shu)據(ju)計(ji)算(suan)過(guo)程(cheng)中(zhong)接(jie)聽(ting)手(shou)機(ji)的(de)現(xian)象(xiang)非(fei)常(chang)普(pu)遍(bian),如(ru)此(ci)以(yi)及(ji)其(qi)他(ta)的(de)粗(cu)心(xin)造(zao)成(cheng)檢(jian)驗(yan)失(shi)誤(wu)的(de)案(an)例(li)也(ye)時(shi)有(you)發(fa)生(sheng)。檢(jian)驗(yan)和(he)計(ji)算(suan)過(guo)程(cheng)中(zhong)粗(cu)心(xin)大(da)意(yi)造(zao)成(cheng)的(de)檢(jian)驗(yan)失(shi)誤(wu)雖(sui)不(bu)常(chang)見(jian),但(dan)一(yi)旦(dan)出(chu)現(xian)這(zhe)種(zhong)情(qing)況(kuang),將(jiang)直(zhi)接(jie)導(dao)致(zhi)檢(jian)驗(yan)結(jie)果(guo)出(chu)現(xian)差(cha)錯(cuo)。一般而言,每一種物質都有其自身特性,其檢測數據應在一定範圍,如,苯板的導熱係數不可能為0,采(cai)用(yong)不(bu)同(tong)鋁(lv)合(he)金(jin)建(jian)築(zhu)型(xing)材(cai)和(he)普(pu)通(tong)單(dan)層(ceng)玻(bo)璃(li)的(de)建(jian)築(zhu)外(wai)窗(chuang)不(bu)可(ke)能(neng)達(da)到(dao)保(bao)溫(wen)窗(chuang)的(de)要(yao)求(qiu)等(deng)等(deng)。當(dang)檢(jian)驗(yan)人(ren)員(yuan)或(huo)檢(jian)驗(yan)報(bao)告(gao)的(de)批(pi)準(zhun)人(ren)員(yuan)發(fa)現(xian)不(bu)符(fu)合(he)一(yi)般(ban)規(gui)律(lv)的(de)可(ke)疑(yi)數(shu)據(ju)時(shi),應(ying)對(dui)可(ke)疑(yi)數(shu)據(ju)進(jin)行(xing)複(fu)核(he),並(bing)查(zha)清(qing)是(shi)否(fou)儀(yi)器(qi)設(she)備(bei)有(you)問(wen)題(ti)或(huo)檢(jian)驗(yan)人(ren)員(yuan)操(cao)作(zuo)失(shi)誤(wu)。能(neng)夠(gou)正(zheng)確(que)判(pan)斷(duan)數(shu)據(ju)是(shi)否(fou)可(ke)疑(yi),是(shi)建(jian)立(li)在(zai)對(dui)被(bei)檢(jian)測(ce)產(chan)品(pin)的(de)理(li)論(lun)和(he)檢(jian)測(ce)實(shi)踐(jian)有(you)大(da)量(liang)積(ji)累(lei)的(de)基(ji)礎(chu)上(shang),這(zhe)也(ye)是(shi)一(yi)個(ge)成(cheng)熟(shu)的(de)檢(jian)驗(yan)人(ren)員(yuan),檢(jian)驗(yan)報(bao)告(gao)審(shen)核(he)、批準人員應有的基本素質,沒有長期訓練,是不可能敏感地察覺檢驗數據可疑的。在檢驗過程中,由於測量不確定度的存在,可能會導致檢驗項目在臨界值的判斷時有偏差。例如:塗層厚度,對於普通裝飾用鋁塑板,由於塗層厚度相對較小,測量時“0”點的精確校準對於處在標準規定的臨界狀態的產品而言顯得尤為重要。如果用普通標準基板進行調0,則可能出現(1~2)um的偏差,這將可能導致產品由“合格”滑向“不合格”邊緣。對於普通裝飾用鋁塑板,可以將產品除去塗層,在其裸露的基材上進行調0,yibaozhengjieguodezhunquekeguanxing。yinci,duiyuyoulinjiezhidejianyanjieguo,yingzuzhiyoubutongjianyanrenyuanhuozheyiqishebeijinxingduocidebiduishiyan,quebaojianyanjieguokexuegongzheng。檢驗是一項很嚴謹的工作,個別檢驗人員對於標準的理解和使用不正確也直接影響了檢驗結果的準確性。例如:氟碳塗層普通裝飾板檢測,GB/T22412-2008規定,對於氟碳塗層普通裝飾用鋁塑板,其塗層性能的檢測應按照GB/T17748-2008進行。試驗中往往容易將“普通裝飾用”的概念先入為主,而忽略了“其為氟碳塗層”的事實,導致采用檢驗標準不正確,最終導致檢驗結果失效。
近(jin)年(nian)來(lai),許(xu)多(duo)檢(jian)驗(yan)機(ji)構(gou)開(kai)展(zhan)了(le)新(xin)一(yi)輪(lun)的(de)擴(kuo)張(zhang),使(shi)得(de)有(you)經(jing)驗(yan)的(de)檢(jian)驗(yan)人(ren)員(yuan)嚴(yan)重(zhong)缺(que)乏(fa),個(ge)別(bie)實(shi)驗(yan)室(shi)新(xin)進(jin)人(ren)員(yuan)僅(jin)僅(jin)通(tong)過(guo)幾(ji)個(ge)月(yue)的(de)培(pei)訓(xun)就(jiu)上(shang)崗(gang)開(kai)展(zhan)檢(jian)驗(yan)工(gong)作(zuo),這(zhe)類(lei)檢(jian)驗(yan)員(yuan)對(dui)檢(jian)驗(yan)不(bu)太(tai)熟(shu)練(lian),對(dui)異(yi)常(chang)數(shu)據(ju)缺(que)乏(fa)敏(min)感(gan),而(er)又(you)對(dui)這(zhe)類(lei)人(ren)員(yuan)缺(que)乏(fa)有(you)效(xiao)的(de)監(jian)督(du),使(shi)得(de)他(ta)們(men)出(chu)現(xian)錯(cuo)誤(wu)的(de)可(ke)能(neng)性(xing)遠(yuan)遠(yuan)超(chao)過(guo)成(cheng)熟(shu)員(yuan)工(gong)。因(yin)此(ci),使(shi)用(yong)經(jing)驗(yan)不(bu)足(zu)而(er)又(you)缺(que)少(shao)監(jian)督(du)的(de)新(xin)上(shang)崗(gang)檢(jian)驗(yan)員(yuan),潛(qian)在(zai)風(feng)險(xian)較(jiao)大(da)。因(yin)此(ci),要(yao)按(an)照(zhao)實(shi)驗(yan)室(shi)資(zi)質(zhi)認(ren)定(ding)評(ping)審(shen)準(zhun)則(ze)的(de)要(yao)求(qiu),對(dui)使(shi)用(yong)在(zai)培(pei)人(ren)員(yuan)應(ying)有(you)足(zu)夠(gou)的(de)監(jian)督(du)。實(shi)驗(yan)室(shi)在(zai)使(shi)用(yong)新(xin)上(shang)崗(gang)人(ren)員(yuan)或(huo)轉(zhuan)崗(gang)人(ren)員(yuan)時(shi),除(chu)應(ying)考(kao)核(he)上(shang)崗(gang)外(wai),檢(jian)驗(yan)時(shi)實(shi)驗(yan)室(shi)監(jian)督(du)員(yuan)應(ying)加(jia)強(qiang)監(jian)督(du),防(fang)止(zhi)出(chu)現(xian)檢(jian)驗(yan)失(shi)誤(wu)。

檢(jian)驗(yan)報(bao)告(gao)是(shi)檢(jian)驗(yan)機(ji)構(gou)交(jiao)給(gei)客(ke)戶(hu)的(de)最(zui)終(zhong)產(chan)品(pin),因(yin)此(ci)檢(jian)驗(yan)報(bao)告(gao)質(zhi)量(liang)也(ye)應(ying)該(gai)是(shi)實(shi)驗(yan)室(shi)重(zhong)點(dian)關(guan)注(zhu)的(de)內(nei)容(rong)之(zhi)一(yi)。檢(jian)驗(yan)報(bao)告(gao)的(de)錯(cuo)誤(wu)通(tong)常(chang)有(you)以(yi)下(xia)兩(liang)種(zhong)表(biao)現(xian):
檢驗報告編製人員在編製檢驗報告過程中,經常會因為疏忽出現輸入性錯誤,如:技術要求、實測數據、單項判定等文字或數字輸入錯誤,造成誤判;委托檢驗日期、樣品生產日期、jianyanriqidengriqishurucuowu,zaochengshijianluojishangdewenti。dangqian,juedaduoshushiyanshidoucaiyongyewuguanliwangluoxitongbianzhijianyanbaogao,duiyushijianluojishangdewenti,keyitongguozaixitongshangjinxingshijianguanliantixingshezhi,duibufuheluojideshijianjinxingtixing,keyouxiaofangzhishijianluojicuowu;對其他輸入性錯誤,則要通過加強報告編製人員和審核、批準人員的責任心來解決。按照實驗室資質認定的要求,檢驗報告的簽發應由授權簽字人簽發。授權簽字人應對檢測技術、結果評定、設備維護校準、記錄和報告核查程序等非常熟悉,因此,授權簽字人的授權簽字的能力範圍、試(shi)驗(yan)地(di)址(zhi)範(fan)圍(wei)是(shi)有(you)限(xian)製(zhi)的(de)。在(zai)實(shi)驗(yan)室(shi)運(yun)作(zuo)過(guo)程(cheng)中(zhong),部(bu)分(fen)非(fei)授(shou)權(quan)簽(qian)字(zi)人(ren)簽(qian)發(fa)檢(jian)驗(yan)報(bao)告(gao),或(huo)授(shou)權(quan)簽(qian)字(zi)人(ren)不(bu)了(le)解(jie)自(zi)己(ji)的(de)授(shou)權(quan)簽(qian)字(zi)能(neng)力(li)範(fan)圍(wei)或(huo)試(shi)驗(yan)地(di)址(zhi)範(fan)圍(wei),超(chao)越(yue)授(shou)權(quan)範(fan)圍(wei)簽(qian)發(fa)檢(jian)驗(yan)報(bao)告(gao),造(zao)成(cheng)檢(jian)驗(yan)報(bao)告(gao)的(de)錯(cuo)誤(wu)。這(zhe)種(zhong)超(chao)越(yue)能(neng)力(li)範(fan)圍(wei)批(pi)準(zhun)檢(jian)驗(yan)報(bao)告(gao),違(wei)反(fan)了(le)實(shi)驗(yan)室(shi)標(biao)識(shi)使(shi)用(yong)的(de)規(gui)定(ding),會(hui)使(shi)檢(jian)驗(yan)報(bao)告(gao)失(shi)去(qu)法(fa)律(lv)效(xiao)力(li)。
